Did USAID give money for ‘voter turnout’ or to fund projects? Here’s what a FinMin report reveals

As a political row brews over USAID’s alleged involvement in influencing Indian elections, the latest annual report from the Finance Ministry has revealed that the agency funded seven projects worth $750 million in 2023-24.

“Currently, seven projects worth a total budget of USD 750 million (approx.) are being implemented by USAID in partnership with Government of India,” the report for 2023-24 stated.

For the financial year 2023-24, USAID committed a total of $97 million (about ₹825 crore) under these projects, according to the Finance Ministry’s Department of Economic Affairs, which oversees bilateral funding arrangements.

The report detailed that the funds were allocated to initiatives in agriculture and food security, water, sanitation, and hygiene (WASH), renewable energy, disaster management, and health. Additionally, USAID supported the Sustainable Forests and Climate Adaptation Program and the Energy Efficiency Technology Commercialization and Innovation Project. The report clarified that no funds were directed towards enhancing voter turnout.The United States began its bilateral development assistance to India in 1951, primarily administered through USAID. Over the years, USAID has provided more than $17 billion for over 555 projects in various sectors.

    The controversy over USAID’s role in India erupted after the Elon Musk-led Department of Government Efficiency (DOGE) claimed it had cancelled a $21 million grant meant to increase voter turnout in India. US President Donald Trump also alleged that the previous Joe Biden administration had allocated $21 million to India for voter turnout efforts.

    External Affairs Minister S. Jaishankar on Saturday described the information released by the Trump administration as “concerning” and stated that the government is looking into the matter. “The USAID was allowed in India in good faith, to do good faith activities,” he said, adding that reports from the US suggesting otherwise raise serious concerns.

    Meanwhile, the Congress party on Sunday accused the BJP of engaging in “anti-national work” by spreading “fake news from America.” Congress general secretary in-charge Jairam Ramesh said, “BJP is a procession of liars and illiterates. The news about USD 21 million, on which the BJP and their bootlickers were jumping on, turned out to be fake. The USD 21 million in 2022 was not for ‘voter turnout’ in India, but for Bangladesh.”Congress also questioned why Prime Minister Narendra Modi and External Affairs Minister S. Jaishankar remained silent while US President Trump and Elon Musk repeatedly made statements “insulting” India.(With PTI inputs)
