The proposed Bill envisages imposition of complete ban on transport of cattle outside the State.Addressing the first session of the 15th Legislative Assembly on Saturday, he said, “We all revere and worship cows. It is considered a sacred animal as it nurtures us through life sustaining milk. In fact, it is a symbol of the divine bounty of earth. I am happy to inform you that my Government plans to introduce the Cow Protection Bill in the next Assembly session. The proposed Bill envisages imposition of complete ban on transport of cattle outside the State. We will adopt a zero tolerance policy and enforce stringent punishment for the offenders. Once passed, Assam will join other States of the country who have passed similar Bills.”AIUDF MLA Aminul Islam said the government must ensure that cow protection law may encourage attack from cow vigilantes.The chief minister said that AIUDF has promised to reopen Madrassa. “However we will not open the state-run Madrassa. You(opposition parties) hold your ground as you promised to your voters, I will hold my ground.”The previous BJP led government brought a law which converted all the government-run Madrassas into Upper primary, high school and higher secondary school.Asserting that the government will keep on pursuing the re-verification of National Register of Citizens (NRC), he said that people have given the government the mandate. “We have in our manifesto promised to re-verify
.”Stating that Assam will be one of the top states in effective COVID management during the second wave, he said, “ States like Delhi or Maharashtra have not given oxygen to other states however Assam is providing oxygen to all the North-eastern states besides we have provided medicine to Jharkhand and Telangana.”Stating that peaceful Assam is the right of people of Assam, he said, “ULFA-Independent has by releasing the abducted ONGC employee has rekindled a ray of hope. There is a need to create an atmosphere for peace talks.”Stating that the promise of providing one lakh jobs and waiver of micro finance loan will be fulfilled, he said, “We will waive the loan if required we will sacrifice our salaries.”Sarma said, “We will not levy tax on petrol, diesel and liquor. During the first wave we have levied taxes however later removed it. We have asked people to contribute to the chief minister’s relief fund to make vaccination drive people’s movement.”
