Civil contracts: Karnataka’s move to create 4% Muslim quota leaves BJP fuming

The ruling Congress in Karnataka is expected to move a bill in the ongoing legislature session to create a separate 4% quota for Muslims in the award of government contracts after chief minister Siddaramaiah came under intense pressure from the party’s Muslim leaders.

The SC/ST contractors enjoy a 24.1% reservation in government contracts and the government later extended the benefit to communities coming under Category 1. The government also increased the cap on the size of the contracts from Rs 50 lakh earlier to Rs 1 crore.

All departments must follow the quota system while awarding civil contracts of up to Rs 1 crore as per the Karnataka Transparency in Public Procurements Act, 1999 (KTPP Act), a senior official explained. Departments including minor irrigation, rural development and panchayat raj, urban development, public works departments and health routinely award civil contracts.

Siddaramaiah, sources said, has been under pressure from the party’s Muslim leaders and MLAs for a similar quota for the contractors from the community. They are said to have told the CM that the Congress was able to win 136 seats in the assembly polls in May 2023 because of the solid backing it got from Muslim voters. The group also has this grouse that the community has just two ministers (excluding the speaker) with light portfolios, and it deserves better. The victory of Yasir Ahmed Khan Pathan from Shiggaon, a constituency held earlier by former CM Basavaraj Bommai, added heft to their demands.The government’s move has left the Opposition BJP fuming as it sees the proposed quota as minority appeasement politics.

    BJP state president BY Vijayendra urged the government to drop the move forthwith warning that such a roster system would divide the society based on religion. The BJP, he said, would not come in the way of any welfare measure that targets all minority communities, but this one singles out Muslims which is nothing but the politics of appeasement.

    Vijayendra took exception to the Congress government recognising only Muslims as minorities. The Muslims who were minorities decades ago have organised themselves and emerged as a vote-bank for the Congress. It is only because they are a vote-bank, the government was giving them a quota in educational admissions and government jobs though reservations based on religion were unconstitutional, he said.
